The local regulator of Beijing released a work plan to build Beijing as a pilot zone of cross-border e-commerce zones.

In the next five years, Beijing aims to foster 100 cross-border e-commerce companies and 100 cross-border e-commerce experience offline shops and 20 cross-border e-commerce industry parks.

The export value of cross-border e-commerce should account for over 20% of the total import and export of foreign trade conducted by companies in the city.

In July, Beijing was selected among the third batch of cross-border e-commerce pilot zone. The local regulators thus specified 10 key tasks to facilitate the development of cross-border e-commerce business in Beijing.

The city will focus on improving cross-border e-commerce regulatory mechanisms, taxation mechanisms and financial services mechanisms. In terms of the regulatory mechanism, it will accelerate the promotion of cross-border e-commerce online purchase bonded import business and explore the use of cross-border e-commerce models to import pharmaceutical products. In terms of the taxation mechanism, the cross-border e-commerce enterprises that are integrated into the online comprehensive service platform and have good credit will further shorten the tax rebate time and implement paperless management of export tax rebates.
